More Than a Dozen Dead in Moscow Train Derailment

Authorities say terrorism did not play a role in the accident and are blaming a power surge for triggering an alarm that caused the trains to stop abruptly.

Hundreds were stranded between two stops, making the rescue in of the system's deepest underground tunnels especially difficult.
